In the video with mtv in the first couple minutes he unlocks a mr incredible costume... Can this costume be worn by anyone in the toybox? Like sully could wear it?

I'm afraid the costume is only for the "Townspeople" in the Toybox and possibly (if you can change the costumes in the Incredibles Playset) the townspeople of Metroville

I doubt it will happen as the characters in game are "toys" and represent what sits on the base. It's possible and would be very cool. Who wants a Dinoco Mqueen?

I dunno..the crystal variant Lightning actually looked pretty nice..

Townspeople sounds very plausible but character costumes would be cool.
