Will packs without playsets be denied Megavaults?

I was thinking about the fact that characters without playsets have their treasure boxes spawn in the toybox instead.

But then I started to wonder, where are their Megavaults?
You've probably seen these by now, it's a vault that requires all the figures to open, with a batch of special prizes as a reward.

But no playset, no Megavault!

So, are Wreck It Ralph and Frozen going to be denied their Megavaults, simply because they were not given a playset where it would be?

Yes, there will be no Megavaults for them. Usually the Minivaults unlock stuff from Playsets such as NPCs, structures, etc. Since there is no Playset for them to unlock that kind of stuff, everything will be unlocked through their Minivaults.
