Buzz's Flight Pack?

Does the Flight Pack only go Forward, Left and Right BUT not Up and Down? My son has the WII U console and just unlocked the it but cannot fly up or down, which is pretty dumb considering there are many things he needs to fly UP and DOWN too in the Toy Story World! Please help a desperate mother LOL!!!

Yeah it only goes up and down, eventually there will be a boost jet pack to unlock and that one shoots you upward

Ive noticed it only flies forwards not up or down what is a slight pain
