I thought it might be fun to list the most huggable Disney, Pixar or Marvel characters, divided by franchise or movie.

Lotso Hugging Bear!

Okay, now I've gotten that pun out of my system, I'll post a sensible response.
Be warned, not all of these are from Disney or Pixar or Marvel.
But since they meet the subject criteria, I figured nobody would mind.

The one I think needs the most hugging is Jessie, the When I Loved You montage is so sad.
Sometimes I take my Jessie doll off the shelf and hug her after seeing that scene.
Or sometimes during it as well!

Susan (Monsters Vs Aliens) while she's having her depressive breakdown midway through the movie.
It might be a bit hard to hug a giantess, but still, she really needs a hug in that scene.

Aspen (from Fathom)
She's very keen on hugging and physical contact, so either you'd want to or she'll hug you!
Kiani (also from Fathom)
Her life is just plain awful, so I'd make a point of hugging her at least 4 times a day!

Tali Zorah Vas Normandy (Mass Effect)
A literal example, when she's feeling sad after finding her father's corpse, one of the responses is to hug her!
I choose that option every time.

Lo Ridgemount (Stoked)
There's a particular scene in one episode where she's gotten very excited about quality family bonding time and then she learns they've gone far away to bond without her.
She's so sad, you'd hug her if you were in the room.

Will Vandom (W.I.T.C.H.)
Insecurity complex, would hug her just to make her feel better.

Jen Masterston (6Teen)
Everytime her older sister Courtney crushes her self confidence, I have the urge to hug her.

Anna (Frozen)
She's so sweet, how can you resist?

Emma McKenzie (Stoked)
Irrestiablety friendly and sweet.

Samantha Traynor (Mass Effect)
Another sweet, although quirky woman, very hugworthy!

Spider Woman (Julia Carpenter)
Sweet, quirky and friendly.
Also, quite adorable!

Terrible Terrors (How to Train Your Dragon)
Puppy dog dragons, urge to hug and cuddle them overwhelming!

Urz (Mass Effect)
A bit of a strange one, he's a highly trained attack Varren (reptilian dog), but he's a big puppy at heart.

Gaige (Borderlands 2)
The irresistabitly cute anarchist girl.
That's actually on her wanted poster, Irresitistible Adorability.

Tiny Tina (Borderlands 2)
Psychotic, but loveable teenager.
So adorable you will die!
Funny as well.

Death Locket (Marvel).
She's so cute.
But well, her prosthetics are really scary, so not everyone would think about hugging her!
Deathlok implants are made to terrify.
