I could understand the desire not to do 1.0 if the figures weren't still on shelves for people to buy... They are still promoting 1.0 characters for 3.0, so they are still bringing in money, and same goes for mobile gamers, elsa sits there along side darth vader!

What is "sufficient interest" for them anyway?
As Roger said 1.0 characters are still featured in 3.0 material, so they want to tell people that they exist and sell them.
I bought the last two 1.0 characters that I wanted last week.

They need a minimal character ability set, like:
Attack + combos
Ranged attack + charge
Special move
Fully functional tech tree (Not a tree where you just have HP boosts for everything)

I enjoy all my figures but when I think about it I hardly ever use the 1.0 ones other than Rapunzel because there is no equal gameplay. I love Elsa, Anna, Rapunzel, and Buzz. But when compared with Jasmine,Nova, or any 2.0 character you can tell all the 1.0 characters are at a disadvantage. Combat wise, let's compare Tink and Jessie! Jessie has a range attack so does Tink but hers can charge and leave me defenselessly floating for a while. Disadvantage! Jessie combat is a shoulder charge which requires me to be face to face with the character, Tink has combos, shield unblockers, and can land a combat hit from a distance. Disadvantage! When collecting purple sparks Jessie does nothing meanwhile Tink can get a leg up if by any chance you were actually wining. Disadvantage! I fully support having the 1.0 characters upgraded all they need are combos, special attack, and charged range! It doesn't hurt to ask! By the way how cool would it be to get a special for Elsa with combos to avoid the spamming of her frozen wind attack or for her to summon the cute little snowmen from frozen fever.
