This legendary was actually known for awhile because he was found in the data dumps, but he was officially confirmed recently.

This also talks a little about the new Pokemon movie. Also, I've heard rumors about a Shiny Rayquaza Event in Japan, but don't have a source for it so I'm not sure of it's true.
