Forum Question about topic logos and icons

I've been using the fourm for quite some time now, and there is something I've noticed and have a question about.
Sometimes, a topic will have the Incredibles logo instead of the regular red/green logo.
Does this mean that it is okay to post on this after 30 days?

work on the basis that if a topic isn't locked you can post in it ... the worst thing i can do is lock it after you have posted

nb: the incredibles icon indicates that a topic has been stickied

1. What does NB mean?
2. What does it mean to be stickied?
3. Why isn't PS3 as cool as Xbox 360?

Stickied topics will always stay at the front page of their respective forum, instead of being pushed down by newer posts like a regular topic would.

3. the PS3 isn't as cool as the Xbox 360 because that would make them both as cool as each other which is just silly when everyone knows the PS3 is in fact way cooler than the Xbox 360
