Thanks for the credit. I saw him in a flash and thought, "Was that Tigger?" so I played again and stopped at :45, I got that. Definitely a NPC though. I wouldn't want a Pooh playset.

He appears to be a costume for the customizable townspeople. I think I've seen
a Pooh costume too.

Yep, I also remember seeing a Snow White costume, and they had something on Facebook about it. So, I would assume that Tigger, for the time being, will be an NPC character. Still, very cool to see some of the older Disney movies( Kinda old) getting some action.
