Does downloads mean how many people have played the toy box?

This might be a stupid question but you can still play a toy box without actually downloading it so next to your toy box where it says downloads and likes, does downloads count people who have played it without downloading it?

I would say yes. That is how many times it has been played. When you don't download the toybox onto your system it still comes up with a popup saying it is temporarily downloading the toybox.
