cars charicters as cars ?

i was watching an infinity trailer and i saw perry driving around in hollie can you drive cars characters as cars ?

I had the same question! and now, i have another... how? The cars characters as NPC can be driven by my character. Example: Put Lightning as NPC and the character i am using, Jack, drives it? that's the way?
