It's more likely a hostname, rather than a fixed IP, but in either case, this can be defeated by a router or proxy. It wouldn't necessarily be the easiest thing for people to configure, but having a router detect calls to an IP, and then redirecting the call is pretty easy.
I'd assume SSL certificates would be a bigger deal, but if people are currently working on this, as @BionicKoalaBoy suggests, then that's unlikely to be an issue either.
